Abstract : Ultra dense small cell networks was proposed for the explosive growth of data traffic demand. However, it causes empty cells which is only interfering UEs and not serving UEs because they do not have any associated UEs. In this paper, we investigate the empty cell problem based on system level simulation and propose a dual layer on/off strategy to solve the emptycellproblem.Systemlevelsimulationresultsverifythatthe proposed scheme achieves a performance enhancement in terms of capacity compared with the conventional ultra dense small cell networks.
